The credit system
The credit system was originally introduced to enhance student mobility all over Europe, as well as to acknowledge studies and credits acquired in other higher educational institutions. With this objective the European Credit Transfer and Accumulation System (ECTS) was developed for higher education, and this system is universally used by all 45 countries that joined the Bologna process. Development and introduction of the European Credit Transfer System for Vocational Education and Training (ECVET) is in progress as well. The European Committee is running a credit advisory network to harmonize the further development and operation of the credit systems throughout Europe.
The credit system had been introduced in Hungary at the beginning of the nineties as a result of the change in the political regime, which led to spontaneous reforming in universities as well.
In 1998 the Hungarian Government issued a decree on the introduction of a higher education credit system. This Decree mandated that all higher educational institutes should introduce the credit system from September 2002 on.
Today almost every higher educational institution applies the credit system in their academic programs which are further regulated by the Act of Education and its Governmental Decrees. The Decree disposed of the establishment of the National Credit Council to give professional help to the institutions, develop the credit system nationwide, and enhance the student mobility through the credit system. NCC is an advisory board to the Minister of Education. The Office of the National Credit Council gives organizational assistance to NCC in their work. Also, the Office of the NCC offers professional services to the management of the higher institutions as well as to professors and students. The head of the Office is a member of the European credit advisory network.
